have 1992 johnson 40 hp,acid dipped carbs twice, rebuilt carbs twice,newfuel pump,new hoses,new plugs,new prop,new gas tank,still have same problem when running engine on muff will run fine, when in water engine runs good aslong as you go slow, if you throttle up to get on plane it bogs down,but if you hold the choke in,engine will run alot better maybe 75%,if you let choke out engine return to bogging down

assuming all is right with what you have done, try the linc n sink, process in the manual, it is an easy process, it puts the timing and carbs in proper sinc, so they advance together, another thing you didn't mention is a compression check . on low cylinder could cause this also.
