It's supposed to turn freely as it rides the cam, so it does not restrict. The clip is usually a very small o-ring; check that.

Thanks ezeke.. I will definitely replace that. the ring you speak of appears to be metal in nature and I do not see any splits in it. Ill figure out how to get her off and replaced.

any thoughts on the wear itself? I assume just normal but will or could that create noticeable issues? or interfere with timing or spark advancing? is it that precise a movement?

I'm fairly certain that you will find that the clip is not metal. The roller should rotate freely, so that what you have may have gotten some corrosion or debris behind it. You will be able to clean the metal before replacing the roller and lubricate with very light machine oil or leave it dry.

Ezeke is correct. Pry the 'O' ring off with a small screw driver or scriber point. Replace with a new one. It may come with the new roller. Flats on the roller will cause the Sync to be out.
