If you impeller hasn't been changed in the last few years, i would start with that...

Shutters are not going to cause an overheat, they could be damaged by an overheat, but they will not cause an overheat.

After what I'm going to say, you'll probably do what the others have suggested, rather than check your shutters...

You'll need to pull your exhaust risers, pull the rubber exhaust bellows (on the ypipe), then comes the hard part, you need to pull the pipes from the exhaust separator. With the engine in the way this will probably be impossible unless you're really lucky, or had everything apart recently. These bolts are also hex drive which makes this even harder. You'll probably then need to pull the out drive, pull the engine and pull the exhaust separator from the gimbal housing. At this point you've basically taken your boat apart.

Once you have the pipes off the exhaust separator you can check your shutters... At this point, since you've gone through all this work, you might as well replace them (if they're even there anymore).

Wow, I think if they are not causing the overheating issue, I will not bother with that for now.
I did replace the lower unit pump last year. When I take off the water line from the lowe unit pump at the thmo housing and start it for a few seconds, in a tank of water, water comes gushing out. What else should I check?

Ok When you replaced the impellar, was the old one still in one piece ? Or was it missing vanes. If the old one broke apart, the vanes can become lodged in your cooling system. Sometime disconnecting different hoses and backflushing can dislodge and reopen your cooling system. How old is the thermostat ? I would be tempted to take the T stat housing off next and check for blockage there. May as well replace it if its years old. Not much $.

It was in one piece, just cracked up a bit. Put in a new t-stat at that time. I will try flushing it all out and hope for the best. Thanks.
