prob shifting gears

boat's out the water and I'm trying to fix it up. Do I need the boat in the water to shift gears. I want to see if the stern drive is OK so I wanted to shift the gears and see if the prop works before i try and put it into the water.

Put the earmuffs on the outdrive and connect to the water. Crank it up
Just attaching a water hose will work without going to the water.

Muffs will not put a load on the prop like being in the water. You can check a drive by shifting out of the water and see if it actually works both ways. But rather it will shift into and out of gear when in the water needs to be found out by putting the boat in the water.
