If start your boat on muffs should the prop be spinning?
It's because of the gears spinning the oil and causing it to move an adjacent gear.
pa, can ya explain that just a bit better to me. good, ya had the prop in ccw lock when assembleing. the part i'm wondering about is the, pressing the detent button and moving it into forward. that'd still be in neutral. the remote should be in fwd. too. maybe i'm miss reading. ya could check to make sure the shift shaft shoe is mateing by lookin at it from the outside.well, I put the lower unit on, and I had it the prop engaged in the counterclockwise direction like the manual told me to do (or so I thought) And I moved my throttle lever all the way forward in what I thought was the neutral position (by pressing in the detent button and moving it forward)

i do agree with others though. in neutral i suppose it could spin a little. however, mine don't spin at all in neutral on the muffs. only when i put it in gear......
I pushed in the black button and the lever moves freely forward without tension
