Probems adjusting carbs...

I have a 1999 Mariner 40HP Jet 30 3 cylinder 2 stroke. My question is is that the service manual calls for the intial setting from factory is 1-1/8 from seat. So I did this on all three carbs. I have them all in sync, timing is 2 degrees after TDC, and spark advance is 24 degrees after TDC. My question is how do you go about adjusting the 3 carbs at the same time. Do you master one then go to the next? I can't seem to get a completely smooth idle from the motor with all 3 carbs adjusted the same. Floats, filter, plugs, 92 octane gas, seafoam, carb rebuild, fuel pump rebuild. It still runs the same...I am seriously think I just can't adjust these without some help knowledge. The local marina wants $135.00 (minimum charge) to turn 3 screws and probably about 10 minutes worth of work.

My manual says to adjust the screws with the engine warm, in water, and in forward gear. It says to back the screw out until the "affected cylinders" begin to load up, etc so I guess you go by sound. My .02.
