am considering a 4HP Evinrude E4BRHLCD made in Belgium ($200). have been looking for some time for a long shaft 4 HP Evinrude or Johnson w neutral. this one looks like new on the outside - no corrosion or even signs of wear. Seller got it w a boat he purchased, but never used it. I was going to try it out but can't get it started, just sputters and dies. No spark to one cylinder. Float bowl looks new with no residue and needle openings look OK to naked eye.
questions:
1. is there likely to be a parts problem or other reason to pass on a motor made in Belgium?
2. is a problem like this likely to be expensive to fix?
was tempted to try to diagnose with aid of Seloc, but fearful of taking off the cover and inadvertently releasing the spring rewind mechansim.
