No, it sure doesn't. On mine, there are some parts on one side that have to go inside the correct (exact) way into grooves on the other side. Very difficult for me to see if the parts are belnding together just right so the nooks on one side are fitting into the crannies on the other side so to speak. I need to take it apart again to try and make sure the two halves go together just perfect so the fast idle lever is hooked up. Should be easy peasy it seams, but if I can't do it, it's off to my mechanic for two hour minimum charge. OUCH!
