If memory serves me right, the motor has a start rope lockout. (and most do) in other words, if you try and start it with the throttle to high, there's a spring loaded pawl that wont allow you to pull start rope.? A Safety thing!

Hi again all,
I pulled the manual starter and the main spring and pin broke at the bottom. I'll try to locate one this weekend and continue troubleshooting the flooding and compression issues from there. Much thanks to all for all the help so far. Have a safe and great Memorial Day weekend. Happy boating.

Hi All,
Well I'm Going to try and continue this week even though I did not have luck locating parts I needed for the manual starter. I've had the carburetor off three times. The float and needle seem to working correctly. The float position meets the measurements in the service manual for both open and closed positions . Also, if I turn the carburetor over and try to blow in the fuel inlet, I can't. If I turn the carb. right side up, I can blow air in. So it appears the float valve is working correctly. What other reasons would still cause the cylinder to flood as it has?

Perhaps a ruptured fuel pump allowing fuel to enter directly into crankcase?

Hi mnmx3,
I've had the fuel pump removed from the powerhead with the fuel lines still connected when I performed the diaphragm test. There were no leaks of any kind when I pressurized it with the primer bulb. Would I have seen it then if it was ruptured?
