Problems starting

I have a 1992 sunbird 198 with a 4.3 mercruiser with a holley 4 barrel carb. The motor won't start for the first time during any boating day without the use of starting fluid.After using that once it starts for the rest of the day. The next day this has to be repeated to start the boat. Replaced the fuel pump and still have the issue. Also when pushing the throttle forward rapidly the boat will hesitate or sometimes stall. If I push the throttle slowly forward there is no issue. I'm going nuts to figure this out. I have used sea foam twice and always use high octane gas,and have used techron a few times. Any help would be greatly appreciated.

Is the choke set before the first start?
Is the accelerator pump working?

mechanic re-checked the accelerator pump and he said its fine. Could resetting the choke possibly cure the starting issue and whats the easiest way to do that?

Ayuh,... Mercruiser Never used the Holley carbs on the 4.3ls,...

Got any Pictures,..??

Its def a Holley 4 Harrell. Its a new engine that was built by the previous owner
