Problems with starters and new long block 350 kick and damaging staters

I have installed a new rebuilt long block 350 into the boat, I am now trying to start it up. I have checked the timing and it appears to be right. The engine has started a couple times and ran for a couple seconds. Then the starter goes, (just whirls).
I have pulled the starter and put a new one in (same model started) the engine almost starts then the same thing?? What the heck is wrong?? The stater is a WPS Model 6563N.

The place where I got the starter from saids that a new engine often kicks and that is what takes out the starter. The give me a replacement but that is not solving my problem.

Is the starter shimmed correctly?
Is the flywheel missing any teeth?

There is one shim in the starter, how do you know when it is shimmed properly??

Ring gear is good no teeth missing.

If its shimmed too much the starter will just catch the tips of the flywheel gears.
If its not shimmed enough, the starter gear will hit the flywheel and not go into the gears.

Take the shim out. See what it does.

I know, taking it on and off is not fun crumpled in the engine bay.

it sounds like the battery connections are corroded or the battery is weak. it sounds like the bendix is dropping out.

however if the engine "kicks" that is usually a sign of too advanced timing or crossed plug wires
