problems with stuck roller arms

I have a 1989 ez-loader trailer, and where the roller arms attach to the pivot bracket are stuck and wont pivot back and forth. I kind of hesitant, about putting too much pressure or heat onto aluminum parts. Any recommendations how to take care or this?

Start gently "persuading them" and soak the joints with penetrating oil.
Is this a new to you trailer that you got this way or did it used to be O.K. ??

I would get new bolts and try to remove the old ones. Obviously there is crud pent up on the connections....... If you have new fastener's on hand (and some never seize) do not fear breaking the old ones ;)

I purchased this trailer used, they are all sold like a rock. I soaked them a bit but it didnt do much. the bolts are lose but cant get them out .
