Problems with tilt on Merc 115

The tilt on my 1994 Merc 115 has gone for the second time. This one was installed in 1999 at a cost of $1100 (Cnd). Was not too happy.
It seems like it might be the toggle switch - if I flick it often enough or in the right way it moves. Or sometimes it will work for a day then nothing. And i mean nothing - no noise, nothing.
Is there a way to test the electrical? Do the toggles go? The control is fairly exposed to the elements.
If I do need to replace the unit, can I just replace the electrical unit or do I have to replace the cylinder as well - they replaced the whole thing last time.
Looking for some direction.
Patrick

Pat, you should be able to replace each component individually. The switch and relays would be easy to do, the motor a bit more difficult but still doable. Don't let someone dupe you into replacing the whole unit again. It's not necessary.

Thanks Michael. I'll start with the switch - It's a Quicksilver unit so it should be fairly easy to find - and keep my fingers crossed its not the motor.
Patrick
