I have an older Mariner 40hp motor I can run wide open down river and it feels like it is missing, then it will run fine but it runs rough (missing) most of the time. It also does it at idle. i took it to the shop and they said my reed valves were stuck open......is this something that happens? If so what can i do to check it out?

Welcome to iboats.

Reed valves may leak or break. Never heard of them sticking open.

You need another shop, or you need to get very detailed on what it is doing/not doing on here and let the best techs in the world solve it for you.

I am no Merc-spert, so I will let the real pros handle it.
