Eugene has the info you seek, on the other end of that phone number, and on he has it on the registration paperwork. If he doesn't have the paperwork, with his name listed as the owner, he can't sell the boat, and you can't register and use it.
The manufacturer code is in the HIN in the upper right corner. The letters and numbers will tell us who manufactured the boat, and what year.
