Prop engaged when mercontrol set in neutral

I have a 1965 Mercury 1000 (100 HP). The motor seems to run pretty well actually, but when the mercontrol is set to neutral, the prop is engaged (slowly, but spins nevertheless). This remains the case even when the neutral throttle is engaged. This is cause for concern to me, needless to say.

Any ideas?

It is not uncommon when out of the water and running on the hose for the gearcase oil to cause the prop to slowly turn while the motor is run.

With the engine OFF and in Neutral, turn the prop by hand, can you feel any ratcheting, if the shift adjustment is too far off then the engagement dogs could be contacting. If you can turn it freely then it is most likely fine.
