Prop not spinning

Hey guys,
Thanks for all your help last time.

75HP mercury 1985 four stroke
Last I was here I had problems starting my boat. It would spin but spark was weak and would not fire up. Found out it was my harness wires that go from switchbox to the coils. Now it starts up and runs great when in forward.

I did run it at full throttle out of the water.

It is still not starting in neutral has to be on forward. I have adjusted carbs to 1 1/4 at both carbs(should I play with these more turn further from 1 1/4 or close to 1 turn?)

The prop is also not spinning at all. Very slowly if at all. It does spin in reverse that seems fine. but forward it does not? this is out of the water. will it spin in the water? or do I have another problem?

Check your shift linkage at the engine, sounds like it's out of whack. It shouldn't start in gear.

You say that your engine is a 4 stroke. Do you have a s/n for it?

What control box are you using as it should have the start safety switch located inside and this is what prevents you from starting in gear.
