prop not turning the spline

I'm putting my outdrive back together after replacing the bellows, when the outdrive is still off and I turn the prop- the spline doesn't turn. I am wondering if this is normal or if I missed something. What exactly causes the prop to turn?

The spline is on the prop shaft to engage the prop and drive it.
There is a spline on the top end of the drive shaft that engages the motor.
if you rotate the prop in neutral just the prop and prop shaft will move.
