Prop Question!! about higher and lower pitch

We use our fishing and ski (17' boat with a 115HP Johnson 1979 motor) for tubing should i get a higher pitch 21 for get up and go or a lower 17P for get up and go? I know i have to have a 13 spline 13to 14" diameter to fit my boat but i'm trying to figure out the pitch....

Ayuh,... The Lower the pitch, the Harder it pulls...

A lower numbered pitch is like a lower numbered gear in a car. In a car, 1 gear has lots of pulling power but low top speed; in a boat, a lower pitch will have lots of pulling power but low top speed. With both a car and a boat, revving the engine too high with a low gear (car) or low pitch prop (boat) can damage the engine.

so if i have an alum. 21P on it now and want to get a SS should i get a 19 or 17P for tubing and skiing and fishing?
