Prop Recommendatation for 96 Johnson 25HP

I have a 14' G3 aluminum flatbottom running a 96 model 25 HP Johnson.
Current prop is a 10.5x11. The WOT with me, a tank of gas and small amount of gear is between 3800 and 4200 depending on current and wind. GPS speed is 22-24 mph. Should I change the prop? I would like some recommendations.
Dealer told me WOT should be 5500 rpm.

With that prop and boat/load I think you should be around 28-30 mph.
What is the dry weight of the boat?
Is the antivent plate(just above the prop about even with the bottom of the boat?
Do you have a strong hole shot?Be sure the throttle opens all the way.
Is the prop in excellent shape?

The weight of the boat is 230#, motor 115#, 2 batteries 40#, trolling motor 25#?, fuel 35#, me and the stuff about 200#.
For a total estimated weight of 645#, the motor as a bolt on antivent plate which is 1" below the hull. The prop appears to be in pretty fair shape, not major dings or nicks, hole shot seems to be pretty good.
I checked the throttle position. This is a 96 25HP Johnson, elec start. Not running, the throttle linkage will go all the way to the stop by moving the throttle contol forward. Perhaps I need to adjust the stop to gain more throttle on the top end.
Thoughts?

Best to make corrections to information from within the original thread. Here is your corrected info:

I stated in my previous thread (shown above) the information about my motor and prop. I have since discovered that I had some wrong information regarding the prop. It is not a 10.5x11. The actual size of the prop I have is a 10x15.
Sorry for the misinformation. But it does bring up the original question about recommendations regarding the prop. Should I be using a different size prop? What are some recommendation?

That known, seems you need to reduce that pitch, maybe down to the 11P. BEFORE you change pitch, raise the motor so the antivent plate is up to 1" above the hull.

As suggested raise the motor.
A 15 is at the top of the chart so no wonder the rpm is low.I wouldn't hesitate to go to an 11" prop with your load description.It should be a vast overall improvement.
