Prop Release? Do IO's have one??

I was reading a post on the Power Boat Forums about an accident at Lake Hava-zoo
and the word "prop release" came up?

I understand it's designed to allow the prop to free spin if the engine locks up or something bad happens. The free spin prop acts as a rudder and prevents the boat from coming to a hard stop and catapulting people forward.

Is it OEM? and how do we test it?
Or is my understanding incorrect??

It is a high performance boat item normally used on boats with a shaft drive.
