For what it's worth, the Mercury prop selector indicates a 12 pitch prop, and says it should do about 27.8 mph @ 5750 rpm, which represents a 13% slip value.
If you drop the slip to 10%, it comes out to the rpm I mentioned earlier.
The point being that your rpm and speed are not matching up. You cannot go 27 mph with a 12 pitch prop with a 2.0 gear ratio at 4300 rpm.
