Doesn't the broken part mate with the recoil starter? Any standard wheel puller should work. That surely looks older than a 1990. I have 1940's motors that aren't that corroded.
It is NOT for the recoil.-----Perhaps used for old fashioned --" wrap a rope around it , and pull " method of starting.----Model # is?----Amy more pictures of this motor?

The issue I'm having why I want to remove the flywheel is that the engine starts and runs fine, but then sometimes after 5 mins it feels like one of the cylinders is cutting out for a few seconds at a time.
Would that most likely be a points and condenser problem?
