If the flywheel nut is off, put the motor on a stand and give the balancer's center screw a sharp tap with a mallet or heavy hammer. Be careful, the motion of the flywheel is unpredictable when they release.

Don't take the flywheel nut off before applying the puller. Loosen the nut to give the flywheel room to pop off/up, then apply the puller. Takes patience, perseverance and brute strength...wear goggles.

When it does "pop" off make sure you are well clear or leave the nut on enough so the nut is full of shaft threads to take the initial impact without damaging the threads on either the nut, shaft or both.
