As the others have said, remove the hydrofoil, set the exhaust snout to center and try it out at THE SPEED MOST USED. The reason for this that triming the engine will work for one speed only. If you tow skiers and boarders at WOT, then check it at WOT.
The exhaust snout on a Chrysler/Force engine acts as a trim tab also. The proper way to adjust it, is to move it in the direction that the boat is pulling. Do this in small increments until you balance out the engine forces.
Hydrofoils serve, for boats without electric trim tabs, to get you up on a plane faster and give you a better hole shot. The down side to foils is that in turning, they put a great deal of side loads on the engine and steering. Take a turn too tight and fast and you can wind up upside down.
If you are handy, a better solution is installing Smart tabs. These are actuated by water force against a gas strut and they work really well and give much better helm control. Do a search if you are interested, they are relatively cheap, @ $125 and easy to install.
