Put New Warning Horn in Remote, Now Idles at 3,000 RPM

this mercury outboard is going to be the death of me...

I just finished installing a new warning horn in my Commander 2000 Remote. I put everything back together exactly as I took it apart (or so I thought). Now when I start the motor, it idles at 2500 - 3000 RPM. What did I do wrong?

The outboard is an '88 Mercury 150 XR4 Black Max. Any help would be greatly appreciated. Thanks, AC.

Just for clarification: My remote has the throttle "lever" at the top that you raise and lower. There are no "Throttle Only" buttons on this remote.
