That is so you can control the throttle via the tiller arm. You use it to turn the function on or off. When on, raise the arm and the motor slows down. Lower it and it speeds up. Can only be done when the throttle lever is advanced on the powerhead.

now this info creates a whole new problem
the tiller handle i have is just a piece of alum pipe bolted on in place
can i run without proper handle

That switch doesn't work that way. When its on, the tiller arm can only advance the throttle as far as the throttle lever on the powerhead is set. Since you have a "replacement" tiller arm I doubt you can use it anyway so it doesn't matter how you set it.
