Question about Carb

I was doing my winterization and noticed something about the carb that I think is wrong, but I don't know for sure and wanted to ask the experts. I have a '95 Mercruiser 5.6L V6 180hp.

With the engine off and the carb cover off, I noticed that the plate that covers 2 of the 4 barrels didn't seem to be right to me. The plate is open without the engine on or at WOT. Shouldn't the plate exposing the last 2 barrels only be open at WOT? It seemed like the actuator wasn't working correctly. Can someone give me some insights if the below looks correct or not? (See attached picture)

Thats your choke plate. It is supposed to be closed with your engine cold. It opens up as the engine warms up. If you give it some throttle, that plate should snap shut.
