question about distriduter and timing. for mercruiser 3.0 est ignition

Hello, and again i am having trouble timing this engine. if i cant get the engine to go to base timing, could there be somthing that needs replacement? i have followed all the steps. i have searched different sites to make sure im doing it right. ive even watched videos on youtube, and i could hear the engine go into base timing when the white wires from distributer are jumped(on video).
my engine does not change its idle or running conditions at all. i cant seem to get it to go in base timing. ive checked, rechecked. i also have recieved very useful information from all of you on this site. and i am 99% sure that i am doing this correctly.also when i try to set it at 1 degree btdc, it runs horrible.and that is supposed to be the setting. it also does not advance when i unplug jumper and plug back in N S switch.
it will be going into the shop after the weekend to be properly gone through. but i was hoping to get this going, to get out for the fireworks. the engine and block are from 1987 and everything else is 2002 in a 2002 bayliner capri 175. the old 87 valve cover specs read ignition timing 5 degrees btdc(with conventional ignition). but everyone says that i need to set it to 1 degree btdc. either way it runs crappy as long as i cant get it in base timing. any information would be much appreciated. thanks
