Question about evinrude trolling motor

Hello... I recently purchased my first bow mount. I can't seem to figure out what this spring loaded piece is for. I already have used the search function with no results. Here are some pictures of it.

Why are you worried about it? It folds when the motor is deployed.

Because, this does not fold down when it deploys...... hence my confusion. Is this some kind of relief?

Good question....I have what I think is a 1986 Johnson Trolling Motor
with the same feature....On mine it never moves down all the way...not near as much as you are doing with your fingers...I was not sure ether, so when I
mounted the trolling motor I gave that piece that swings max room so it
could swing a full 90 degrees but I don't know if that was required
