Question about permanent vessell registration in NC

If I buy a boat which is State or Gov owned, and permanently registered.... when ownership is transfered to me will the registration remain permanent?

I'm thinking no, but wondering if anyone here has bought a permanently registered vessell and how it transfered over....

Found this but it doesn't answer my question...

?Special Registration Numbers are set aside for boat dealers and public agencies...Federal, state, and local law enforcement agencies, and rescue squads, are issued Registration Numbers of form "NC-0000-P", where the third part is always the letter "P".

There is no decal with a month and year on this boat I'm looking at...

no you will have to register it just as you would any other
