Question about titling an outboard

I am a South Carolina (Charleston) Resident. I did some work on my uncles boat for him and for payment he gave me a 2000 Mercury 9.9 in Cherry running condition. He recieved the O/B through a trade with a friend of his, here in Charleston who purchased the motor off of Ebay from a gentleman in Florida. I am now in the process of trying to get the O/B titled her in SC so that I can use it on the back of a small jon boat. When my unlce's friend purchased the motor off of Ebay he never recieved any paperwork for it. Apperently Florida does not title or register O/B's. SCDNR says that to recieve a title for the O/B in my name I must provide them with a notarized bill of sale from the owner how had it in Florida. Since we can not contact the orginal Ebay seller of the engine, and my parents live in Jacksonville Florida, I was thinking that I could just get my dad to write me up a bill of sale saying he sold the O/B to me. I have a young lady that I work with that is a notary and says that she will notarize the bill of sale for me. I also called SCDNR and the FLDNR and both said that the O/B was clean and clear. I am just wondering if I need to call the DNR for every state that requires titling of an O/B to make sure it is truly a clean motor. I dont want to get my father or myself in trouble if it turns out to be stolen. I googled to try to find a list of states that would require such paper work to use an O/B and couldn't find a list. Anyone know where I can see a list? should I just go ahead and get a bill of sale from my father? Most might say I am being to paranoid but I am just trying to make sure that all my ducks are in a row and this gets done without getting anyone in trouble. Let me know what y'all think.

Oh yes they do.

I don't understand the states that title motors--they don't title wide screen TV's, do they?

Anyway, you are trying to be legal but getting there illegally. Might be worth the risk, though.

Are you sure SC requires a title on every outboard?

In Florida, you title the boat and title the trailer, not the motor. I'd go with your Dads bill of sale, or your Uncle, sold for $1. Might beat some taxes that way. Just my opinion.

heck yes they do, my brother has some issues he took some bolt cutters and cut a pad lock off a 10 hp merc and pawned it, week later he was cought. i dont think were related pretty sure he was switched at birth. however if you know that none of the 3 or 4 owners stole it then yes a simple mock up bill of sale and shaky john handcock will work fine[dont tell oboma that].

something i found intersting is that michigan doesnt require titles for boats under 21 ft or something like that. what happens if i sell a 19 foot boat to a person in illinois? they now have to try and get a title for something that has never had one. stupid states and there stupid laws. i also dont understand why you would title a motor, do they need a title for my riding lawn mower too?
