question for you floor/deck guys

Can you seal a plywood floor/deck with spar varnish and then paint over it? Will the paint stick okay? Im thinking of doing this, so i can put down vinyl wrap eventually and it will adhere to the the finish?

Just sand the Spar with 150 grit after it cures out and you're good to go, take all the shine off of it... you want to paint on a dull finish.

Just remember to use exterior plywood since regular interior stuff will be tough to seal that way.

dont wanna beat a dead horse, but would it be a good idea to epoxy all of the "open" ends of the plywood before applying the spar varnish?

That would be the best thing to do. Any water penetration is way more likely to occur on the edges/ends than on the flat surfaces.
