Thanks in advance for the help. I just got a 1977 Evinrude 4hp outboard. The gentleman put in a new impeller last year and never used the engine. We started it and it does not have a pee hole but it does have 8 little holes midway doen the shaft. Water did come out of there but it more or less just dribbles out. I have never had a motor this small and was just wondering if this was normal. He assures me that it pumped that way when he changed it out. I did run it up the river and it never seemed to get to hot but I just don't want to take a chance. Also is this a 50 to1 or 25 to 1 mixture engine?

Thanks

50:1. A spray out those exhaust relief holes is the indicator that it is pumping.

You didn't clearly define how much cooling water was coming out of the holes. Normal flow is not a "pressure spray" but just a small amount. If you are getting steam, the impeller needs to be changed, the cooling water supply is insufficent and is overheating. If you're getting warm (not too hot to have on your hand) water exhaust, you're doing just fine.

You didn't specify the amount of water coming out of the cooling ports. Normal is not a "spray" but just enough to release from several of the holes. If you're getting any steam, you need to replace the impeller, that'd mean the coolant flow is too small for the heat generated by the engine. If the water being released is not too hot for your hand and the volume is enough to exit from several of the holes, you're doing just fine.
