Erik you had it right! I just had to heat up the broken bolt shafts and they came out really easy. I did have to (un)screw them out still but they broke loose. Some of the bolts were recessed in the fiberglass/transom boards so I couldn't use a propane torch on all of them, instead I just busted out the drill and heated the bolts up by drilling a small hole in them, then they came out easy with an "easy-out". For the ones that had a short stub out of the transom, I just used a grinder to heat up the metal and then unscrewed those with a vice-grip.
We're back on schedule, thank you so much.
Lesson Learned:
If you mistakenly lock down something metal with resin just heat up the metal and it will break loose.
I'm going to post some photos on the blog site later on, for now it's back to testing for the optimal fillet material.
