Question on initial idle setting to quality setting on carb(s) of Mariner 40 HP

Okay here is my main question. With the motor in a 55 gallon trash can full of water, I set all 3 carb screws to 1-1/4 truns counterclockwise from seat position. I go to throttle back and forward...I understand that part. The part I do NOT understand is your suppose to adjust them while the prop is turning. So do you adjust just the top and then the other 2 the equal amount of turns in or out? Or do you adjust the top as primary 1-1/4 out then adjust the other 2 to compensate for the smoothest idle. As I have said in the past...I am a fuel-injected guy...this is a little bit out my area.

You set the screws on all carbs to the initial setting, (1-1/4 turns), start the engine and let it fully warm up. Then put it in forward gear. Adjust each carb, in turn, to achieve the best idle quality, then open (richen) each carb 1/8 turn.
