We have a 1983 4 cylinder I/O Celebrity.

1. She is very cold natured and I was wondering if all Celebrity's are?
2. On the throttle lever is a throttle only button. Should I have to depress this button and push the lever forward a few times to choke the engine?

It's been while since I've posted, and I rn across your question... yes, you need to press the button, then push the throttle lever fully to see the choke. You nay want to "pump" the lever 1-2 times... then she should start easier.
Our first boat had the 3.0L Mercruiser, and you needed to set the choke when the engine was cold.
