questions about speed limiter

I have a Lucas brand speed limiter. The back paper that has all the info is all ruined and only shows numbers written in pen and nothing else. I searched the internet, and the forum and can't find anyting So I have a few questions.

A. Where do I purchase a new one?

B. Will a bad one (the terminals on mine were just rusted off) prevent trim from moving and/or the engine from cranking?

C. Can I bypass it temporarily?

I am looking for the same thing. I can't get a spark to the plugs and had to change the distributor sensor and this thing. I was told it was an aftermarket thing, unless the boats came with it. I have no idea.If this is just a governor (speed restrictor) is it even necessary?

It isn't a speed limiter/governor, it is a rpm limiter to keep your valves and pistons from departing out the side of the engine. Not entirely required, but it is a safety device should you spin a prop, or you manage to get the boat well out of the water.
