Questions about the set up of a Holley 4160 on a 4.3 V6

this is one of my issues with Holley
yes they have the most support of any carb BUT due to there being so many variations of the same carb, 3 different kinds of floats, side hung, center hung, externally adjustable, internally adjustable, it all gets really confusing. Not so with the Quadrajet or Edelbrock.
In some literature from them, these style floats are set level, but in some of their literature they are set to the specs I listed, 7/64ths for the primary and 13/64ths for the secondary.
So what do you do? Mine were level, it was running way too rich so I think I have to go with the specs which are slightly lower for the primary and considerably lower for the secondary.

I think they do just have to find it. They started using that carb in 1990 and used it till they switched to TBI.

Only thing I could find was the spec for the Ford 460 with the Holley 4160 in the pix in my shop manual it looks the same as my carb, except being much higher in terms of CFM of course, and they said to set the floats level, that's how mine were but it never ran right that way. So something isn't right, either that spec is wrong for my carb or something else is wrong with it.
I put the Q-jet back on it, just ran it on the hose, sounds fine but of course gotta put it in the water to test. If it's good, I'm leaving the QJet on for now, but if not I will circle back to the Holley. I can't let it beat me lol.
