Questions on Neptune wc 1

I have a Neptune WC 1 s/n G3407 RG, It has spark, But I don't understand the controls. are the two screws on the right side of motor the high speed and idle screws, if so which is which and what are the settings? The siding lever on the front of motor is for starting, speed and stop? If this is true about were do you set it to start? How do you choke it? Any other information or advice would be great. Thanks
