Need a fully charged battery and super shiny connections (sandpaper them), and use a little WD-40 on the Bendix. The gear should snap up by centrifugal force to engage the flywheel -- which requires a good strong jolt from the battery. I think you probably just need a little prepping.
Once the gear locks up at the top, the CCW spinning starter shaft will spin the engine flywheel CW to start the engine. When the engine pops, the flywheel will kick the gear back down the starter shaft.
(Assume everything was operating OK when the motor was stored. If you did some starter work, it's possible the brushes were reinstalled incorrectly, with some strange results. Otherwise, though, just a little cleaning and lube should do it for you. It's a small starter, so probably a little forgiving than the bigger ones -- still needs the usual maintenance, though.)
