Quick question

I am restoring an 86 stratos 179v and just have a quick question about some thru hole fittings for the livewells. Two of the fittings come straight out of the back of the bottom of the hull. Two others come out right above them but are straight down because there is like a step above it. I tried to draw a pic to kinda explain it since I cant explain that well in words. I already know where the overflow holes are. and these are either drain holes or fill holes, but which is which?

the lower one should have a pump on it, to fill the wells.

no pumps, but now i know where to put em. appreciate it. i do need two pumps on each thru hole though? there are two holes on the bottom, and two on top. two livewells in the boat
