quick question!

Where is the cavitation plate is it the one right above the prop?

But strictly speaking it's an "anti-ventilation" plate

It stops air being drawn down from the surface into the prop.

Cavitation is something quite different. It is the formation of vapor filled bubbles on the low pressure side of a spinning propeller, or impeller.

^^what he says! Might sometimes see it referred to as an AV plate.

Motor looks like a 78. Also looks like the engine could be mounted a little higher on the transom.

Ole Evinrude called it a cavitation plate. If it was good enough for him, it's good enough for me. Yeah, I know it is an AV plate by strict definition.

I just bought this motor and the guy was using a long bolt for the tilt pin also discovered it was not pumping water. Pulled the hose out and just a tiny stream coming out of fitting on block. Assuming it would be a bad impeller. Any links on where I can find a kit for this. Seems like a pretty straightforward job. Thanks for all the help!

Could not find a plate on the motor giving the model or serial number so would you all agree it looks like a 78?

Post that pic in the mercury section and someone will tell you which kit to buy, maybe right from the forum. They sell parts here. Maybe one of the mods can even move the thread and rename it.
