does it hurt the engine to move the throttle lever in gear while the engine is off? I just had to replace the throttle lever and want to see that it works without having to put it in the water.

Not a real good idea, since the gears need to be moving while shifting, which only happens with the motor running, or if you spin the prop, the dog moves, with same result.

Gently push on the lever, if it won't move into gear, then spin the prop with your other hand while applying light pressure to the lever. It should move into gear easily.
