Quick Silver 3000 throttle control question

I have a 1996 Larson with the Quick Silver 3000 series Throttle Controller. This is the one with the trailer button on it. My question is, when I push the throttle lever forward the propeller engages even without depressing the gear shift button. What would cause this???

Malfunctioning interlock (the button) in the control box.

The gear shift button? You wouldn't be talking about the button on the down at the base of the lever, would you? The one at the center of the levers' pivot point?
If you are, that's not a gear shift button. It's the throttle only button. When you hold that button down while moving the shift lever out of neutral, it allows you to rev up the engine without engaging the drive unit.
