Raw Water Suction line issues

!989 Bravo 7.4 suction line from sterndrive inlet to raw water pump will not flow in. I can flush water through the raw water pump inlet hose out through the stern drive but when I hook-up the mouse ears and try to push water into the raw water pump hose, nothing comes through. It is almost like a check valve is keeping the water from flowing in.

Pull the outdrive and check for marine growth or debris where the inlet meets the bell housing.

Is the suction line on the bottom of the pump and exit on the top?

If it is post a pic of the pump and hoses

The pump suction hose is disconnected. I'm trying to get water to flow through the hose before hooking up to the pump. I have gone through the entire cooling system, which has not operated for several years, to clean out impeller pieces, replace the thermostat and rebuild the pump. this is the last bit to be completed.
