Re-fiberglass boat holes

the metal supports for my swim deck were corroded, so i made new ones out of stainless steel. there are 8 original screw holes where the supports were screwed into the back of the boat. All of these holes either: are totally shot, or the screw heads are broken off, leaving the threads still in the fiberglass. these holes are several inches under the water line. I was planning on just refilling the old holes and drilling new ones.

Does anybody have a good link or advice as to what product to use for refilling the holes and how to apply it?

Also, how can i make a water tight seal for the new holes that i will drill?

Ayuh,... I'd use 1 of the epoxy putties to fill the old 1s,... Just pack it in,+ sand it flat...
Either 5200 to seal the new 1s, or 4200 if you think you might want to take it back off someday...
