Is it possible that the distributer is 1 tooth out of time ? Maybe the belt slipped ?
If your pulleys are tight and in the proper slot . The next step is to use dial gauge and set your T D C .Then Set your dial gauge to zero. Turn fly wheel counter clockwise 1/4 turn. Then turn it back until gauge reads what your O M C manual says, My merc. is .464. move your pointer to .464 on your flywheel or what # your manual states. From this point do your lync and sync as per your manual.

Timing belt was indeed 1 tooth off, timing now is good.
