I am assuming that your asking about towing 2000-2300lbs with a Jeep Wrangler?
If so, it would probably move the load just fine but the short wheelbase would be a bit scary, especially in a panic stop or at highway speeds.
I had an older one and towed a 1100 lb bass boat and it did fine, but I only went a few miles each way. I didn't like how far I had to back into the water to float the boat, since the rear wheels were so close to the drivers seat, I would step out and into a foot of water on some ramps. On a pickup truck, at least the rear wheels and hitch are a good 8' or better behind the drivers door.

Which Wrangler? The newer 4 doors have a higher tow rating than the 2 doors. The YJ and TJ's only have a 2k tow rating, I have had one Jeep (Wrangler, CJ) or another over the past 20 years and have sometimes towed loads close to 2k. Those times were mainly in town and no faster than about 45. There is no way I'd want to use one as my main tow vehicle and definitely not for anything over 2k.

The only trailer brake system that will help avoid jacknife is electric or electric over hydraulic. They have a manual feature where you can apply only the trailer brakes which will snap the vehicle straight again (provided you are not already way out of shape). Surge brakes are a very simple action vs reaction principle and depend on the push of the trailer against the tow vehicle to apply the brakes. Step on the brakes and the trailer pushes against the tow vehicle which actuates the master cylinder which applies the brakes in proportion to hard the push is. Once jacknife starts, surge brakes won't help. Trailer brakes of any kind however are better than no brakes at all and help prevent getting out of shape in the first place.

unless set up absolutely prefect, you are going to get the tail wagging the dog effect. even stabilizer bar may not help.

ok thanks guys for all the help i will only be towing the boat with the jeep for the rest of this season about 10 miles each way to the lake and 35-40 mph tops. i will be getting a new truck in a couple of months so then i won't have to worry about it.
