Real Carb Trouble

Ok guys i have been thinking a lot about this motor. Thinking back of how it performed on the hose and in the water.
I really feel dumb. Yesterday it came to me. Check the tank for water. And guess what; lots of water in the gas. I tried to post a photo here of my measuring cup with a large clump of water in it but it would not let me. I will try again later being my service sucks here at home.
But anyways I got to thinking how good it ran on the hose and then in the water. On the hose it was not bouncing around like on the water sloshing the water around in the tank, sucking it up. On the hose the tank was still. I filled 3 measuring cups up and the amount of water was ridiculous each time. I poured the fuel from the tank out and a large amount of white gas was at the end.
I have the foot off so I have a impeller on the way and a gasket. Should replace it being it's already off.
The guy I bought the boat from had to of had water in one of his gas containers. I always check my gas container for trash or anything and this motor has not performed well since I purchased it.
What do you guys think? Does this sound as if it could be the actual issue? I know the amount of water I found in the fuel is not good, at all
